MetaPower's services provided from the Noble Production Suite fall into four interrelated categories:
Assessment Services – These services assist clients in determining their performance relative to OSHA’s Voluntary Protection Program 1 Safety criteria. MetaPower maintains a set of programmatic criteria indexed to the appropriate regulatory standards that specify how various business elements need to function in-order to achieve regulatory compliance. MetaPower has designed programmatic criteria so that the assessment not only provides an indication of the organization’s performance relative to the VPP criteria, it also provides an indication of the cultural characteristics that affect the organization’s ability to comply. This information is used to develop specific strategies for cultural reform. MetaPower offers assistance with an initial Assessment as part of the implementation services. Due to the difficulty in observing one’s own culture, MetaPower offers continuing services to assist Clients in benchmarking their cultural development.
Culture Reform Services – There are two types of culture reform services offered as part of the Noble Production Suite:
Training Services –
Introduction Training: This training, provided as part of MetaPower’s initial Noble Production Implementation package, will prepare the leadership to deal with the results of the Initial Performance Assessment. It will introduce leaders to key culture concepts. The training will cover the MetaPower methods for identifying culture issues that may impede compliance and the methods for addressing those issues. It will introduce participants to the key skills needed to address culture issues in a positive, productive manner. Advanced Training: This training, available for first and middle level supervisors and managers, positions them to acquire or improve the skills and competencies that are essential for addressing cultural (and other) issues in a positive, productive manner.
Culture Consulting Services –
MetaPower provides professional consulting services to assist Facility Management in understanding and dealing with the variety of cultural issues that may be expected—ranging from common issues to more problematic, complicated, or corrosive issues. These kinds of issues typically require on-going intervention.
Business Process Management – MetaPower has an extensive background in developing business processes to meet a wide variety of business challenges and provides these services to assist clients in the following areas:
Noble Production Automated Process Customization –
MetaPower assists Clients in modifying and customizing the Noble Production Automated Processes to meet their specific needs.
Business Process Design –
MetaPower offers assistance to Clients in developing new business processes using our Business Process Designer to meet a wide range of business challenges.
Cause Analysis – MetaPower personnel have extensive experience with investigating and determining the cause of conditions and incidents. This experience is substantial in investigating and determining the cultural causes of various organizational issues. It extends to developing appropriate responses and interventions to cultural causes. MetaPower offers the following services to its clients:
Cause Analysis Training –
MetaPower offers custom cause analysis training courses to help clients learn how to determine condition causes and develop appropriate interventions and corrective actions.
Event Investigations –
MetaPower will provide a lead investigator to assist the client team in investigating a condition and determining the root/contributing causes. The lead investigator will assist the team in developing appropriate interventions and corrective actions to address the causes.
MetaPower's Consulting services are based on our proprietary business process development methodology. This methodology allows clients to manage complex change to achieve specific business objectives. Consulting Services Include:
Business Process Management- MetaPower has developed a Methodology to ensure that business change projects are properly chartered to achieve specific business results and stay on track to a successful completion. The MetaPower Methodology is based on a five tier design model which represents the natural enterprise information hierarchy. The Methodology models processes as information flows and all data used in the models are rigorously defined in a data dictionary.
MetaPower's Methodology establishes the relationship and interfaces between business strategy, performance programs and execution processes. These are expressed in terms of a consistent data set which is used to specify the tools required to implement the processes to the program requirements so that the business can execute on its strategy. The MetaPower Methodology includes a project model that is designed to ensure that business process projects are properly chartered, supported and implemented.
Program Design and Implementation- Program designs are used to establish the specific business process and information tool features and functions needed to achieve a business result (usually specified by the Organizations strategy). MetaPower systematically works with the organization to design logical combinations of features and functions that can achieve a specific outcome.
Process Design- Process Designs are used to specify exactly how a business process will function to meet all the competing requirements imposed by the various programs in the organization. The designs can be a part of “new” Program implementation or it can be an effort to improve the process’s efficiency and effectiveness of implementing existing requirements. Process Designs are delivered as information flows, process step logic and a comprehensive data dictionary that specify the details of exactly how a business process executes the various program requirements.
Procedure Development and Implementation- Regardless of whether a process is automated or not procedures are an essential tool for implementing business processes. MetaPower interprets business process designs into business processes that provide three important functions:

MetaPower works with a client team to develop and implement strategies to introduce the new information system to the business community.
Corrective Action Programs- A Corrective Actions Program establishes the administrative and technical business process requirements to ensure that problems are identified, classified, their cause determined and actions taken to ensure that the problems do not reoccur. Corrective Action Processes generally include the following:
Condition Reporting –
This process is designed to collect problems and route them through a process where their cause is determined.
Cause Analysis –
This process is designed to establish the cause for conditions that represent a significant risk to the organization.
Management Of Change (MOC) –
This process is designed to ensure that all aspects of a change are evaluated and understood before it is implemented. It is also used to insure that all the various aspects of the change are implemented before it is declared complete.
Work Actions –
This process is designed to manage the individual tasks need to implement the needed changes.
Cause Analysis- MetaPower provides staff and support to assist clients in conducting incident investigations to determine the apparent and root cause of incidents. These services can be provided for specific incidents or as Cause Analysis working in the clients organization to conduct these analysis on a routine basis.
Process Safety Management- A management program that establishes plant operating, maintenance and engineering process requirements to ensure that plant systems are always within safe operating limits. MetaPower’s services include:
Process Safety Assessment –
MetaPower assess current Business Processes to determine the current level of Process Safety Compliance.
Process Safety Information –
MetaPower systematically inspects the physical plant update engineering drawings and specification to current plant configuration.
Process Safety Program Development –
MetaPower works with a client team to establish the essential business process features and functions need to bring current business process into compliance with PSM Requirements.
Culture Change Management- MetaPower extensive experience in various industries has shown that the key to any change initiative is effective management of the culture issues. MetaPower has established relationships with Organization Development Professionals to develop a systematic approach to managing culture change issues. Culture Change Management is the development and application of strategies and tactics to expose the various organization elements to their unrecognized beliefs and assumptions that influence decision making. In all change initiatives the objective is to develop and implement strategies and tactics to bring those values and assumptions in to stronger alignment with business goals and objectives.
MetaPower's systematic approach to training has led to programs that include the establishment of Development Plans for each family of positions in the company. Within the Development Plan are the designated qualification requirements and the courses or experience required to meet and maintain the qualification. Courses Catalogs are established to support the training required for the Development Plans. Courses include all aspects of position competency including technical training, performance training, supervision and leadership training and other skill and knowledge based training. Course scheduling, event planning, course evaluation and follow-up learning evaluation are all critical aspects of the Training Program Implementation.
